Wenger admitted that his side ran out of steam last season but is confident that they will not suffer the same fate in the coming nine months.
"We feel we were a fraction short last year, but not much, and we want to show we can get these four points that make the difference between us and the winners of the league last year," he told Sky Sports News.
And the Frenchman feels that there is a genuine belief that his charges have what it takes to repel the threat of United, Chelsea and Liverpool in the top-flight race.
"Why not? Of course it (the belief) is strong," he added. "We were leading for a long time last season and that was helped by a good start to the season, so let us focus on short-term targets, and then show later on that we have learned from the fact that we dropped off a little."
The north London side take on Premiership new boys West Brom in their opener on Saturday with three points expected from the fans in their season bow at the Emirates.
