Bolton are being linked with a swoop for Blackburn's Aaron Mokoena as the Trotters plan another January transfer spree.
Trotters boss Gary Megson spent £15million on new players last January and over £20million in the summer but chairman Phil Gartside says the cheque book has not yet closed.
Rovers midfielder Mokoena, who is in the last 12 months of his contract, could leave for free next summer and is said to be a January target for Megson, who has been given the go-ahead to spend.
"We have never had a transfer window in which we didn't invest money. Ever," Gartside revealed. "There has always been movement in or out. And there has been more players coming in than leaving us, so January will be no different - we'll be looking.
"Whether we find anybody is a different matter. We did our business early in the summer but if we'd waited to sign someone like Elmander in August, we would have been up against it.
"The big clubs are raising the bar so high by bringing this foreign investment in. And that is where it affects us - wages and transfer fees."
