Birmingham are holding contract talks with Roger Johnson after agreeing a fee with Cardiff for the defender.
The 26-year-old is one of Blues boss Alex McLeish's top summer targets but the Bluebirds have been reluctant to do a deal until now.
The two clubs have now reached an agreement, however, and Johnson will open negotiations with the St Andrews outfit.
Speaking earlier Cardiff chairman Peter Ridsdale admitted: "A fee of £5million, subject to how it's paid, is a figure where we'd have to put it to Roger.
"I've had informal feedback from Roger that he would like to talk to a Premier League side."
Reports claim Birmingham will pay £2m up front.
