"If something came in that I thought was right for us and right for him, we would listen to it but circumstances in football change and Deano can play right-back, centre-back and midfield, so he is a valuable member of our squad," said Jewell on the club's official website.
"I think there was a tentative enquiry at chairman level from Burnley but I have dismissed that. It is not the right time.
"So unless someone comes in with a mind-blowing offer, Deano will be staying and I am quite happy to keep him."
Meanwhile, 34-year-old USA international Eddie Lewis has departed the Rams to link up with MLS side LA Galaxy.
"I strongly believe that Eddie Lewis will be an outstanding addition to the Galaxy," general manager and head coach Bruce Arena told the club's official website.
"He brings great experience to the club and will be a wonderful addition to our locker room and is a player that the fans are sure to support.
