Cook had a dismal time at Craven Cottage and, having failed to settle, he was loaned out to Championship outfit Charlton in the final months of last season.
The wide man has since returned to Fulham, but is not expected to start the new Premier League campaign with Roy Hodgson's men. Therefore Rangers have reportedly made a bid to sign Cook on a three-month loan deal with a view to a permanent switch in January's transfer window.
However reports claim Cottagers chairman Mohamed Al Fayed is adamant he will not lose money on the player and wants back the £2.5million paid out 12 months ago.
