"Fulham are a top team with a great gaffer. Fulham was my first choice," he told Sky Sports News.
"I was always confident the deal would happen. I'm just happy to be here.
"I'm happy to be back down south and I'm looking forward to the start of the season.
"I'm not worried about the competition for places. You want to fight for your place which is a good thing."
On claims Johnson, who it is thought will eventually cost Fulham around £13million, had fallen out with Toffees boss David Moyes this close-season, he added: "I don't want to talk about it. I had a good two years at Everton, but I'm a Fulham player now. I've moved on."
The deal took a while to go through amid concerns about an old injury in Johnson's medical, but boss Roy Hodgson insists that has been cleared up and he feels the signing will help Fulham make progress.
He said: "We would like to become a much more solid Premier League team and with the players we've signed this year, and not least Johnson, we're making a very good step in that direction."
