Manager Ronnie Jepson believes the number of agents in the game is ruining Gillingham's chances of recruiting in the transfer market.
The Gills boss has a list of players he would like to pursue in January, but fears that because the club has a low budget they cannot complete deals because agents want too much money.
Jepson told BBC Radio Kent: "If you haven't got the money they go elsewhere. So we have to duck and dive and see what we can come up with.
"There are a lot more agents now and you have to get through the agents and if they can get better wages and fees elsewhere they do - it's business.
"We suffer a bit because of that but we are working to make funds available."
Jepson's side face lowly Bournemouth on Saturday and will be looking to secure another vital three points in their push for a play-off place.
