"I was so frustrated when I finished with a seven on the ninth yesterday," Lynn said.
"But I knew I was playing well and the wind died the last few holes."
Peter Lawrie, Colin Montgomerie and Lee Westwood are just two shots behind in Paris, while Angel Cabrera is also on five under along with Ignacio Garrido. Ian Poulter survived the halfway cut by a single shot after repeating his first round 72.
Scottish veteran Montgomerie, chasing his 32nd European Tour win, birdied the final two holes of his second round to finish with a 68.
"If I can be patient I have a chance," he said.
"I had 16 holes of utter, utter frustration and I hate to say the birdies were deserved, but the way I played that was the minimum I deserved.
"It was as good as I can play tee-to-green. It was back to the way I won tournaments."
Darren Clarke will be at the 36-hole Open qualifying at Sunningdale on Monday after missing the cut along with Welsh trio Bradley Dredge, Stephen Dodd and Phillip Price.
