Instead, the Open winner from 2000, 2005 and 2006 will now take stock before deciding whether to tee off at Royal Birkdale on July 17.
"I pushed it pretty hard this week. We're going to re-evaluate after this event and see what happens," he said.
Woods had arthroscopic surgery on his left knee on April 15 and had not played a competitive round until the US Open, where he defeated Rocco Mediate at the first sudden-death hole of an 18-hole play-off at Torrey Pines.
He admits that he may risk long-term damage by continuing to play with pain and that he does not know if that will have eased by the time of the next major.
He said: "I really don't feel like playing any more. It's a bit sore.
"(I won't play again) for a while. I'm going to shut it down for a little bit here and see what happens.
"I need to take a little bit of a break."
Woods is likely to miss the Buick Open in Michigan from June 26-29 and probably the AT&T Congressional a week later, even though it is an event he hosts.
