Roberto Mancini has admitted his interest in Roma defender Marquinhos, saying the Serie A club are two signings from title contention.
The City boss, in an interview with La Gazzetta dello Sport, also criticised the English media and again suggested that Manchester United's summer signings were the reason why they have reclaimed the Premier League title from his team.
Mancini, who has been back and forth from Italy all season, may be looking for an escape route from City if they fail to save their season by winning the FA Cup this weekend.
Roma, who lie fifth in Serie A, could become a serious option for the ex-Inter boss if City's owners go in a different direction this summer.
There has been speculation that Txiki Begiristain has been courting Malaga boss Manuel Pellegrini and, although City fans are virtually all still behind the Italian, his Champions League record does not stand up to scrutiny with the best in the world.
Mancini said: "Marquinhos I like a lot, but I do not think that Rome is willing to sell him. With just two signings next year the Giallorossi can win the Scudetto.
"If I was English I would be hailed, but I am Italian and then they are hypercritical. They forget that United have added to the team beaten by us on goal difference and added [Robin] van Persie and [Shinji] Kagawa, while our market has been more limited."
