Nottingham Forest boss Billy Davies wants sole control of transfers and has questioned the role of the 'acquisitions committee'.
Davies says his position is being undermined at the City Ground as David Pleat is the club's 'special football advisor' meaning he has a say on who is brought to the club.
The Forest boss is not happy with the situation as he does not even know what his transfer budget is this January.
"The way I see it is quite simple," he told the Sun. "The manager should always have the final say on transfers and nobody else, whatever their previous pedigree in the game.
"When you boil it all down, people like myself are the ones in the spotlight. Depending on results, we get a pat on the back or we get the sack.
"I don't believe there should be such a creature as a so-called acquisitions committee at this club or any club. It just delays me in my work, and can also lead to obvious confusion when trying to bring in new players.
"And there's another dimension to all this - as things stand I don't even have a single clue as to what my budget might be for when the window opens. Is it £1million, £3m or £5m?
"Perhaps I'm kidding myself, perhaps it's nothing. But it would be very helpful to know."
