It had been suggested earlier in the week that Town had made a bid for the striker but Bowden has dismissed these claims.
He said: "We have not made any formal offer for the player."
However, Ipswich manager Jim Magilton has confirmed he remains interested in the striker who was capped once by England stating that he feels Nugent is the sort of player who could aid a promotion push.
Nugent has struggled to make an impact at Fratton Park since his big money move from Preston last season and with the arrival of Peter Crouch it looks as if Nugent will find his chances limited if he chooses to stay at Portsmouth.
Magilton tried to take Nugent on loan last season but the player rejected the chance to join Ipswich. It remains to be seen if the club will make a firm bid for the player and may be put off by the price tag as Portsmouth look to re-coup some of the £6million they spent on him a year ago.
