Amr Zaki ruled out a move to Portsmouth because he can't work with Israelis Avram Grant and Tal Ben Haim and Algerian Nadir Belhadj.
The Egyptian international, who had a controversial season-long loan at Wigan last term, was being lined up for a January switch to Fratton Park by the club's shareholder Sulaiman Al-Fahim.
However Zaki has now been quoted on his personal website claiming he could not sign for Pompey as some Arab Muslims do not see eye-to-eye with Israelis, while there is ill-feeling between Egyptians and Algerians following trouble at last week's controversial World Cup play-off clash.
"I refused their offer before, but now joining Portsmouth is no longer an option for me," Zaki said.
"After Portsmouth signed an Israeli player and also hired an Israeli football director (Avram Grant), a possible move was ruled out.
"On top of that, no way could I play at Portsmouth with an Algerian within their ranks."
