Despite the purchase of David Bentley for an initial £15m this week, Ramos still has money to spend from the sale of Robbie Keane to Liverpool and the expected departure of Dimitar Berbatov.
Latcher has revealed that Ramos has personally contacted Arshavin and told him that he sees him as a key member of the Spurs midfield, even suggesting that the club are prepared to break their £60,000-a-week wage ceiling for the Russian who is demanding £80,000.
Lachter said: "Ramos called Andrei and explained his vision of football and the future of Andrei in his team. He told him he would be a key player and that he is very interested in signing him.
"Spurs are ready to pay nearly all the money Zenit are asking for."
