Mowbray though believes Carson has the ability to get back into the side, especially if he continues to perform like he did in the 0-0 draw at Bolton last weekend.
"First and foremost Scott has a fantastic work ethic," the Baggies boss told the club's website.
"He realises that he also has another fantastic goalkeeper in Dean Kiely working with him day in, day out so competition for the first team spot is very intense.
"Scott showed on Saturday the ability and talent which previously put him in the position of being England goalkeeper for crucial games.
"He made great saves, was dominant and his distribution was good.
"He's a top goalkeeper."
Mowbray added: "England are obviously very aware of what Scott can do. It will depend on his performance levels week in, week out and also on how the other goalkeepers currently in the squad are getting on.
"I'm sure the FA's professionalism will mean anyone in contention will be watched week in, week out.
"If anyone from the FA's goalkeeping department was at Bolton, Scott would have done himself no harm."
