It has been one of the longest-running transfer stories this summer with both Hull and West Brom trying to tempt the player away from Bolton.
The stumbling block for both clubs has been the price, with neither side willing to match Bolton's valuation for the central defender - thought to be £2million.
Bolton turned down a bid believed to be £1.5million from West Brom earlier in the week and now Mowbray has conceded defeat in his attempts to sign Meite.
Mowbray said: "We made an enquiry for the player but we couldn't reach an agreement so we move on. I would suggest it is dead in the water.
"My philosophy when you've got an interest in a player is that you know what your value of that footballer is. If it can't be done, it can't be done, and you move on."
This leaves Meite with an uncertain future as Megson seems unlikely to field the player again.
